Tactical E. M. S. – Solutions will strive to improve, reinforce, and enhance the pre-hospital response and treatment provided by emergency medical service providers in the tactical environment.
Ø Increase the number of personnel educated and qualified in the provision of tactical medicine.
Ø Highlight and strengthen the lifesaving capabilities of the tactical emergency medical services provider.
Ø Serve as a dedicated resource for tactical emergency medical services awareness, understanding and expertise.
The Tactical E.M.S. Support program is proposed and designed to provide the EMT and Paramedic with the essential skills necessary to support a tactical law enforcement (S.W.A.T. or Entry) team. Law enforcement officers in your community and coverage area continue to place themselves in harm’s way to guarantee your safety and the uncompromising protection of your community. As the violence linked to or associated with a deteriorating economy, domestic disputes and drug activity continues to increase, the ability to have EMT’s and Paramedic’s trained, qualified and skilled with this specialized ability is becoming a standard among most tactical law enforcement teams.
Becoming a member of the tactical emergency medical support team requires the EMT or Paramedic to have the same level of professionalism, dedication and commitment as well as being trained and equipped with the special skills necessary to support these law enforcement teams. Tactical medicine is nothing like the traditional or everyday E.M.S. practice we are accustom to.
The primary purpose and course objectives of this T.E.M.S. program is to provide the EMT and/or Paramedic with four basic skills:
1. The skills to operate in the tactical environment.
2. The skills to perform a basic medical intelligence assessment.
3. The skills to minimize morbidity and mortality of personnel working in the tactical environment.
4. The skills to maintain and uphold the operational capabilities of their tactical units.
As previously recognized and substantiated, law enforcement officer’s continue to place themselves in harms way for the security and protection of the community for which they serve. Unfortunately, in many of these catastrophic or devastating incidents, officers find themselves, other officers or innocent victims gravely injured. Significant events such as Columbine, Waco and the North Hollywood Bank have changed the way law enforcement looks at emergency medical treatment in the field. Medical care often falls to officers on scene because it may not be safe enough for civilian EMS.
Implementation of an effective tactical medical support program is directed at achieving these important or fundamental goals:
a. Enhance mission accomplishment.
b. Reduce death, injury and illness and related effects among officer, by-standers and the perpetrators.
c. Improve the agency’s posture in any liability prone circumstance.
d. Reduce the line of duty injury and disability costs to the agency.
e. Reduce lost work time for specially trained, irreplaceable officers and operators.
f. Maintain a valuable team confidence and morale when true concern for the member’s good health is realized.
